How would you design an experiment to determine the impact of latency on user engagement?

First, we will try with 10 users and see how the product behaves. Is there any latency or not. Then we will increase the number of users to 1000 and check if there any lagging.
If for less users, the latency is more than it can be inferred that the model has more computation involved and it is using more resources. We will try to tweak the model trying to keep the performance same.
