Should CSR activity be neccasory for every organization

According to the current scenario and government policies we have seen that CSR activities are a must and obligation for an organization to do? do you agree with organizations that are not able to meet the profit should get involved in these practices no doubt it can enhance the image and goodwill which is hard to earn. What are your viewpoints for the new emerging organizations and those which are not able to make a profit?
