The number of applications spiked in October this year, how would you find out the root cause?

An experimentation showed that, at the global level, a new marketing campaign increased the conversion rate of the career product subscription. However, at the region level, variability exists. How would you investigate this? What would be your recommendation to the PM in terms of launch or no launch?
